Rape reached epidemic proportions in the Democratic Republic of Congo during the war.  The UN recently passed a resolution not only condemning sexual violence used as a weapon but to send experts to countries to  tell them how prosecute the offenders.    That's difficult to do when the governments' armies and police forces are the rapists.
