St. Paul is getting a new police chief. Tom Smith is a 21-year veteran of the department. He was named yesterday to head the force. MPR's Cathy Wurzer spoke with Minnesota Public Radio News reporter Tim Nelson. He's been covering St. Paul, including the police department, for 20 years.
