South Dakota won't apply in 2nd round of 'Race to the Top'

South Dakota has decided against trying for as much as $75 million in federal education grants.

The decision comes after the state fared poorly in competition for grants in the first round of the "Race to the Top" program.

The federal program is delivering billions of dollars in grants to encourage and reward states that improve student success. South Dakota's unsuccessful first application sought $74 million to create a residential school for American Indian students.

Education Secretary Tom Oster had said the state would apply in the second round, but that decision has now been reversed.

Oster says South Dakota shouldn't rush to institute reforms. He says those decisions should involve discussion among teachers, administrators, higher education officials and lawmakers. ---
