Gov. Tim Pawlenty and DFL legislative leaders still don't have a budget deal, but they could be setting up the framework for a solution.  The governor and lawmakers need to find a way to erase a $3 billion budget deficit.  MPR's Cathy Wurzer spoke with State Rep. Ryan Winkler, DFL-Golden Valley, about Minnesota's budget crisis.
