Board won't probe complaint against Horner

State campaign finance watchdogs say they won't look into a Republican complaint about Independence Party gubernatorial candidate Tom Horner.

The Minnesota Campaign Finance and Public Disclosure Board said Wednesday that it wouldn't investigate the complaint filed a day earlier by the state Republican Party.

Board Executive Director Gary Goldsmith says the complaint is based on a law that doesn't fall under the jurisdiction of campaign finance regulators.

GOP Chairman Tony Sutton says the party will pursue the complaint with the state's Office of Administrative Hearings.

The complaint says Horner was colluding with a pollster who had previously done work for his public relations firm. Republicans called it an illegal campaign contribution.

Horner's campaign manager has said the campaign got no special access to the poll and didn't do anything wrong.
