Austin chief retired to avoid affair scrutiny

Austin's former police chief retired in January rather than face allegations he pursued extramarital affairs while on the clock and misused public funds to do so.

The Austin Daily Herald reports Tuesday that a complaint from his former secretary prompted then-Chief Paul Philipp's unexpected retirement. In early January she gave his superiors photocopied letters from several women and evidence suggesting Philipp used city phones to talk to them.

Judy Boorman, the former secretary, says she's speaking up now because she feels the city mismanaged the investigation. It was dropped when Philipp decided to retire.

Philipp's phone rang unanswered Tuesday. He told the newspaper in an e-mail he made "mistakes" in his personal life and retired to spare the Austin Police Department from controversy.
