With no declared winner in the Minnesota governor's race and a recount looming, both DFLer Mark Dayton and Republican Tom Emmer are laying the groundwork to take power next year. MPR's Cathy Wurzer spoke with Mike Vekich, who's serving as director of Emmer's transition effort.
