President Barack Obama unveiled his plan to control the ever-rising costs of higher education last week at the University of Michigan. His decision to focus attention at the cost of college was universally welcomed by the higher ed community. But his plan to tie federal funding to the ability of a college or university to keep costs low has drawn mixed reviews.
