The Cedar-Riverside Plaza complex was placed on the National Register of Historic Preservation two years ago leaving many to wonder why.

Ralph Rapson, who designed Minneapolis' infamous eyesore, originally intended the building to be a living space where people from all economic classes could live, a sort of utopian ideal. Last year its make-over began.
