Duluth suffered from severe flooding after heavy rains on June 20.

Shane Bauer, the festival's organizer, says the event is something you "just have to experience."

"That's what we set out to do, was create something that's not like any other festival out there," Bauer says. "We definitely didn't want to do just another concert down there. We got a lot of concerts going on down there now. We wanted to definitely have something, build something for the community that did something positive up here, and could do that every year."

The festival's message is to connect people and celebrate community.

The Jayhawks will headline Saturday's performances. On Sunday, local favorite Trampled by Turtles will head the lineup.
