ST. PAUL, Minn. (AP) -- Gov. Mark Dayton has proclaimed Tuesday Patriot Day and A Day of Service and Remembrance to honor the victims of the Sept. 11 attacks 11 years ago.

Dayton has ordered flags lowered to half-staff at all state and federal buildings in Minnesota from sunrise until sunset Tuesday. Individuals, businesses and other organizations are encouraged to also lower their flags in observance of the Sept. 11 anniversary.

President Barack Obama is asking Americans to take part in community service to honor victims of the terrorist attacks. Obama also is asking Americans to observe a moment of silence at 7:46 a.m. Central time, marking when American Airlines Flight 11 hit the north tower of the World Trade Center.

Dayton also is encouraging all Minnesotans to observe the National Moment of Silence.
