Are Minnesotans allowed to take classes from online course providers?

A report from The Chronicle of Higher Education on Friday indicated that Minnesota had banned open online course provider Coursera from operating in the state. While state officials are saying there is no ban, at issue is a 20-year-old law regarding how the state regulates or registers educational institutions.
