The Mayo Clinic is proposing to invest billions of dollars in its Rochester flagship campus over the next 20 years to make it into a "Destination Medical Center." That plan relies on major improvements to the city's infrastructure and amenities, to make it more attractive to potential employers and out-of-town patients.
