We calculated the number of permits per 1,000 residents using the BCA numbers and county population data from 2010 Census
Rock County in southwest Minnesota had 7 valid permits for every 1,000 residents, the lowest of any county. Cook County in the arrowhead showed 52 permits per 1,000, the highest of any county.
