New stormwater management plan riles Minnesota cities

A new rule of the Minnesota Pollution Control Agency requires cities, colleges, watersheds and other entities to limit the flow of street runoff into lakes and streams. Some local officials are unhappy with the mandate, saying it will impose burdensome costs on budgets that are already strained. We look at the new rules and examine their likely effect on cities and towns.
