Quality Software Services to help fix federal exchange website

A subsidiary of Minnetonka-based UnitedHealth Group will take the leading role in fixing the federal government's health-insurance exchange website.

UnitedHealth Group's Quality Software Services unit built part of the system, which has been plagued by delays, severed connections and other woes that prevented customers from enrolling in health plans.

Federal officials have selected the company as general contractor and charged it with adjusting the system so it works well.

"The general contractor will prioritize the needed fixes and make sure they get done," said Jeffrey Zients, the management consultant President Barack Obama brought in to see that the exchange website is fixed. "There will be a relentless focus on speed and execution and by the end of November, Healthcare.gov will work smoothly for the vast majority of users."

Quality Software Systems built the federal data hub, a major linchpin that works relatively well, and an accounts registration feature that initially froze, causing many of the initial problems.
