By Friday, the day after President Obama's press conference to announce concessions in his health-care initiative, observers like the New York Times were comparing the Obamacare launch to Hurricane Katrina.

"The disastrous rollout of his health care law," wrote the Times, "not only threatens the rest of his agenda but also raises questions about his competence in the same way that the Bush administration's botched response to Hurricane Katrina undermined any semblance of Republican efficiency."

Also Friday, House Republicans offered an initiative of their own that would let insurers offer substandard health plans to new customers. Obama had promised to veto such a measure.

The Daily Circuit follows up on the president's health-care fix and the resulting political developments.
