Today at 1:45 and 6:55 p.m. sirens will sound across the state as the National Weather Service tests the systems designed to let us know when severe weather is in the air.   Making sure that the public knows about potential threats, but doesn't become complacent because of false alarms is a tricky balance.  MPR's Cathy Wurzer spoke with Todd Krause, who's in charge of figuring that out.  He's the Warning Coordination Meteorologist for the National Weather Service in Chanhassen.
