Why did Anoka, Minnesota become the "Halloween Capital and not, say, Salem?

Anoka resident and author Roxy Orcutt says it has to do with mischievous children, cows and a few upset townsfolk.

Orcutt, author of "History and Hauntings of the Halloween Capital," spoke with MPR News' Tom Crann about the town's history.
