No indictment for officers in shooting death of Yee Vang

A Ramsey County grand jury decided Wednesday not to indict officers involved in the death of Yee Vang, killed this summer in a shootout with police.

St. Paul Police fired at Vang on Aug. 3 after he shot at officers. Police said he carjacked a vehicle and stole a bike as he was being chased by officers in St. Paul's North End. According to police, Vang used a gun to force two men in an SUV to drive while he sat in the backseat.

When police pulled the SUV over, Vang jumped out and began firing. Officers Laura Finnegan and Dan Gleason fired back, striking Vang and a 14-year-old boy, who was not seriously injured. Two officers, who were not identified at the time also were injured, but did not need to be hospitalized.

Officers Xiong Yang and Shawn Filiowich also were on the scene. At the time of the shooting, Finnegan and Gleason each had served three years, Yang was a 24-year veteran and Filiowich, a member of the K9 unit, had been with the St. Paul Police Department for 17 years.

In a statement released Wednesday, Ramsey County Attorney's Office spokesman Dennis Gerhardstein said the grand jury "determined that the officers' use of deadly force was authorized," according to Minnesota law. A statement from the Ramsey County Attorney's office did not say which officers were the subject of the grand jury's deliberations.
