Two men were found dead in a vehicle Wednesday morning in north Minneapolis, police said. They suspected a double homicide.

Spokesperson John Elder said an officer responded to a "shots fired" call in the area of 45th Street and Penn Avenue N. He said the officer saw two men running from the area, and caught one of them after a foot chase.

"You have an officer who was really observant and really on the ball and saw something that didn't look right and acted upon it," Elder said. "And very possibly ended up catching somebody involved in a double homicide."

Elder said the other suspect, described as an adult male, was still at large.

"This does not appear to be a random incident," Elder said. "This appears to be a very targeted incident."

Neighborhood resident Delray Meanweather said one of the victims was Odell Frazier, his brother. Frazier had nine children and had recently moved from Chicago, he said.
