Dayton has vetoed three major bills passed by lawmakers in the final hours of the legislative session last week.  That means he will have to call a special session to avoid a partial state government shutdown July 1.  

The omnibus agriculture, environment and natural resources bill is one of the three Dayton vetoed.  That bill 

 from environmentalists for its elimination of a citizens' board at the Minnesota Pollution Control Agency.   

MPR's Cathy Wurzer spoke with Dr. Dan Foley, who has been a member of the citizens' board for more than 30 years, about the role of the board.

To the delight of environmentalists, Gov. Mark Dayton vetoed a bill that would have eliminated a citizen's board of The Minnesota Pollution Control Agency. But what does the board do?
