Plans to bring a soccer stadium to St. Paul will need approval from state lawmakers this spring. They'll consider whether to grant property tax relief to the project.

That's a key part of a the plan announced last week.

Fans of Minnesota United, a team that will be elevated to Major League Soccer, celebrated the deal, and city and team officials say they're confident legislative approval will come through.

But it remains to be seen whether there's enough excitement in Minnesota to fill the stadium's nearly 20,000 seats.
