A debate from the Intelligence Squared series. Federal money for roads, bridges and mass transit comes from the Highway Trust Fund, which is running out of money. The federal gas tax of 18.4 cents a gallon hasn't been increased in more than two decades. The motion is "Raise the federal gas tax to fund infrastructure."

YES: Shailen Bhatt of the Colorado Dept. of Transportation and Alison Premo Black of the American Road and Transportation Builders Association. NO: Adrian Moore of the Reason Foundation and Stephen Moore of the Heritage Foundation.
