Kellogg Blvd. open until construction season begins again

One of downtown St. Paul's major streets is open again, after closing last April. Kellogg Boulevard in downtown St. Paul has re-opened, at least until spring.

Kellogg Boulevard and the Kellogg Boulevard Bridge have been closed, or partially closed, for reconstruction.

Glenn Pagel, the bridge engineer for St. Paul, said some of the work went faster than expected and the city was able to put down a temporary layer of asphalt on the bridge for winter.

"We had originally though we were going to have to keep it closed, or at least restrict it to one lane in each direction for the winter months," Pagel said. "Because in no small part to the fantastic fall weather we had, we were able to get a lot more work done and we were able to open it up."

There were some delays in the project, which had originally been expected to finish in November.

"Next spring we will remove that temporary overlay and we will put on the planned concrete overlay," Pagel said. It is likely that work will begin in mid-April, when the city will close the section of Kellogg from St. Peter to Wabasha for three to four weeks.
