Why do so many rape kits go untested?

Last year the news broke that Minnesota law enforcement had thousands of unprocessed sexual assault test kits. The Minnesota Bureau of Criminal Apprehension reported that there are 3,482 untested rape kits in police storage.

MPR News host Tom Weber looked at the current state of play with untested rape kits, and questioned why are law enforcement taking so long to test rape kits. He spoke to Mike Tusken, Duluth Chief of Police on the progress they are making on a backlog of rape kits. And Caroline Palmer, the legal affairs manager at the Minnesota Coalition Against Sexual Assault, addressed the problem of why so few are convicted of rape.
