St. Paul City Council Member Dai Thao is being investigated after an elections official alleged a violation of voting rules. The complaint originated with Ramsey County's elections manager, Joe Mansky. Thao, who ran for mayor, came in third place in an election won by Melvin Carter.

The public portion of the police report offers few specifics but says the incident took place the morning before Election Day at the Martin Luther King Recreation Center, where early voting was taking place.

St. Paul police have referred the matter to the Hennepin County Sheriff's Office to avoid any conflict of interest.

The sheriff's office says the investigation is ongoing and cannot comment further.

Thao did not initially respond to messages seeking comment.
