Congress' Safety Agenda Faces Obstacles

Ralph Nader testified before a Senate Public Works subcommittee in April 1966, the year after he released his book Unsafe At Any Speed. Nader contended the industry and the government were impeding progress in reducing the highway accident toll by policies of secrecy. This led lawmakers to pass the National Traffic and Motor Vehicle Safety Act and the Highway Safety Act.
