A water-main break in suburban Washington, D.C., created a dangerous rush hour Tuesday morning. Water on one stretch of road in Montgomery County, Md., was four feet deep. Rescue teams were brought in to evacuate trapped motorists. Patrick Mitchell, one of the rescuers on the scene, talks with Robert Siegel.
