La Crescent Police Chief Todd Nelson says public safety personnel put themselves at great risk to help people in the floodwater.

La Crescent Police Chief Todd Nelson says three people were trapped in Pine Creek during the flood. When rescuers arrived, they found two women clinging to trees. A third person, a man, had his leg pinned between his car and a tree. He was David Thomas Blackburn, 37, of Spring Grove. He died.
