Just after 10pm Thursday, DFL Governor Mark Dayton went before reporters to reject a GOP offer to pass a "lights-on" bill to keep state government from shutting down, thus allowing a government shutdown to begin at midnight.

He detailed his latest compromise offer and that of GOP legislative leaders and said the key disagreement was over a proposed tax on millionaires to make up for cost differences.
