A demonstration held just before of the start of the Republican Party's nominating convention turned into a rain-soaked but largely peaceful event in downtown Tampa, Fla. The rain came courtesy of Tropical Storm Isaac, which is churning offshore in the Gulf of Mexico and gaining strength as it heads for the coatline near New Orleans.
