The site went live last Tuesday afternoon and had logged about 5,000 new user accounts by Friday evening, but it had a rocky start. Some insurance shoppers had difficulties setting up accounts, prompting a steady stream of complaints.

MNsure executive director April Todd-Malmlov said the primary problem was with a federal system used to verify identities. Complaints eased off by the end of the week, she said. Now, most of the roughly 1,000 calls a day MNsure's call center concern eligibility questions.

"That includes people coming new into the system asking about eligibility including those that already have medical assistance and Minnesota Care asking about what it is they should be doing with their current coverage," Todd-Malmlov said.
