Man charged, but not arrested before killing Aitkin Co. deputy

Aitkin County's sheriff says the man charged with kidnapping and terrorizing his wife was not under arrest when he grabbed a deputy's gun at a St. Cloud hospital and fatally shot him.

The Minnesota Bureau of Criminal Apprehension says Hammond was not in handcuffs when he struggled with Deputy Steven Sandberg and killed him. Hammond died after he was subdued with a stun gun.

Turner tells the St. Cloud Times a suspect's need for medical help can take priority over an arrest. Authorities say a suicide attempt put Hammond in the hospital.
