Ground Level: Minnesotans love their health care, but not all is well

Some say Minnesotans who belong in hospitals are ending up in jail. In the Crow Wing County jail, mentally ill inmates are sometimes strapped to a chair that's bolted to the floor. "This is where they go in order for them not to continue hurting themselves," said assistant jail administrator Darnel Carlson.
