Funding the arts has not been a high-profile issue in D.C. of late. But the federal government did spend about $25 million on arts and culture last year. Despite the low profile, action on funding is being taken -- both in Washington and at the state Capitol in St. Paul. Those dollars help shape what local arts audiences see and hear.
