A new session of the Minnesota Legislature kicked off this week -- and with it, lots of proposals for new laws. One bill introduced this week wants to amend the Minnesota Constitution to allow the Legislature to call a special session. Right now, that power lies solely with the governor. Morning Edition host Cathy Wurzer talked with longtime DFL Rep. Lyndon Carlson, chief author of the bill.
