An Otter Tail County woman is facing several animal cruelty and torture charges.
Kathy Bauck, 54, operates "Pick of the Litter" kennels, near New York Mills.
Minnesota Humane Society Director, Jill Fritz, says Bauck has a lengthy history of violations.
"She has been cited for inadequate record-keeping, animals with swollen limbs, missing skin, animal fighting with each other inside her facility, unsafe and unsanitary housing. You name it, she's been cited many times by the USDA," Fritz said.
Fritz says during a 2006 USDA inspection, Bauck had more than 1,300 dogs in her kennels.
