Much of the state is in need of soaking rains.

State climatologist Pete Boulay said this is the third straight year drought conditions have been recorded in Minnesota.

Boulay said heavy spring rains put a lot of ground moisture "in the bank" for most of the state, but a dry summer has caused reserves to run low in some regions.

"There's abnormally dry conditions roughly from the northwest corner of the state in a stretch down to around Duluth. And then there is another area in mainly west-central and central and east-central Minnesota," Boulay said.

Boulay said this year's drought is less severe in the areas where it is dry. He said scattered rains and cooler temperatures have helped.
