No charges in Moorhead apartment shooting

Prosecutors say a Moorhead man won't be charged for shooting and killing a 17-year-old boy who confronted him in his apartment last June.

Clay County Attorney Brian Melton says Vernon Allen felt his life was in danger and was acting in self-defense.

Melton says Joel LaFromboise of Moorhead had been drinking before he was shot almost point-blank by Allen.

The prosecutor disputes any notion that the investigation moved slowly because LaFromboise was an American Indian.

Melton says the teenager's blood alcohol level was 0.21 percent, more than twice the legal limit for driving in Minnesota.
