Palmer says the other teen was hit in the foot and lower leg and is at HCMC with non-life threatening injuries.

Witnesses told KMSP-TV the victims were struck when a group of young people started shooting into the crowd of about 2,000 people.

The shooting happened around 2:40 p.m at an intersection just northwest of Powderhorn Lake Park. No one was in custody.
