Winona County prosecutors won't charge an off-duty police officer who fired her gun during a dispute at a campground.
Sarah Sullivan says she thought she heard a man threatening to kill a woman at the Prairie Island Campground in Winona last July, drew her gun and approached the two with her badge and flashlight.
Police say the man, Joshua Lee, moved toward her "aggressively" so she fired a warning shot into the ground. Lee insists the gunshot grazed his hand, though police believe it's more likely Lee cut himself.
County Attorney Tom Frost tells the Winona Daily News that he could find no charge that he could prove beyond a reasonable doubt. The 27-year-old officer works for the Geneva, Ill., police department.
