Man accused in vulnerable adult sex assault on bus

Ramsey County prosecutors have charged a 22-year-old man with sexually assaulting a woman with Down syndrome while on a bus in St. Paul.

Herbert Lee House III of St. Paul is charged with two counts of criminal sexual conduct. The charges allege House knew the woman was vulnerable.

According to the complaint, witnesses on the bus Tuesday said they saw a woman appear to perform oral sex on House. The woman was later identified as a 19-year-old with Down syndrome who was on the bus with her personal care attendant. The attendant had no idea the woman had been sexually assaulted at the rear of the bus.

House denied to an investigator that he had the woman perform oral sex on him.

House was in the Ramsey County Jail Friday.
