Organizers of new European-style 24-hour art festival planned for the Twin Cities say it has potential to be a huge tourist draw and international event.

The Northern Spark festival will take place exclusively at night along the Mississippi riverfront in Minneapolis and St. Paul, from 8:58 p.m., June 4, to 5:58 a.m., June 5.
