Just got the Senate higher ed budget breakdown. I did some quick math and double-checked with a couple of folks in higher ed, and here's what I've found are the main cuts and additions.
Compared to today's spending levels:
MnSCU: -10.33 percent
University of Minnesota: -14.41 percent

Office of Higher Ed administration: -10.33 percent
State Grant program: +2.58 percent
Compared to the higher funding level the systems had expected to get:
MnSCU: -13.25 percent
University of Minnesota: -18.88 percent
Office of Higher Ed administration: -9.9 percent
State Grant program: +2.58 percent
Also, the Senate calls for a 3 percent annual tuition cap for all two-year MnSCU colleges, a 4 percent cap for all four-year MnSCU universities, and a 4 percent cap for University of Minnesota undergrads.
For comparison's sake, here are the House's breakdown and tuition caps.
(By the way, this was a quick and dirty look. If your numbers are different, please drop me a line.)
