Dog owner fights for retirement money to treat pet

A Twin Cities man is challenging the Internal Revenue Service after he tried to withdrawal money from his retirement account to pay for treating his dying dog.

Victor Mills' retirement plan administrator denied access to thousands of dollars the Minneapolis police officer needed when his American bulldog, Tank, was diagnosed with cancer. The plan allows withdrawals for emergency situations, such as unforeseen property damage, medical or funeral expenses.

Mills has appealed the denial to the Internal Revenue Service, which sets the rules on distributions from deferred compensation plans. Mills tells KSTP-TV that he doesn't understand why he can withdrawal money for roof or furnace repairs, but not for a living creature.

For Mills' dog, the ruling will come too late. Tank died late last week.
