How much college education have Minnesota politicians intended to pay for?

In yesterday's post on the 10 consequences of the rollback in state funding, I mentioned complaints I'd heard during this year's legislative session that the state had (years ago) abandoned its tradition of funding two thirds of the cost of a student's public college education.

Some had suggested it was a "pledge" or "promise."

But it appears to be only an "intention."

The "at least" and "stable funding" bits sound quaintly optimistic.
