Biden 'absolutely comfortable' with gay marriage

On NBC's Meet the Press Sunday, Vice President Biden said he's "absolutely comfortable" with gay marriage. Secretary of Education Arne Duncan said on Monday that he thinks gay and lesbian couples should be allowed to marry.

Both Biden and Duncan noted that President Obama sets the policy and he does not support same-sex marriage, though his views are "evolving." What does this public support of gay marriage mean, if the President is still opposed to it?
