Developmentally disabled man stunned by police

West St. Paul police say an officer who used a stun gun on a developmentally disabled man thought he was the suspected gunman authorities had been seeking.

Police Chief Bud Shaver says an officer drew his weapon when confronting the man Tuesday at Doddway Shopping Center. Shaver says an officer ordered Norman Naugle to show his hands, but he refused. Other officers arrived and eventually one used a Taser on Naugle who fell to the ground. One officer was injured as Naugle fell.

Naugle's sister, Irene Ehalt, tells the St. Paul Pioneer Press that her brother has been walking all over town for many years and is known to many people. She says it should have been obvious her brother was not a threat.
