St. Paul man charged in weekend fatal shooting

A 29-year-old St. Paul man has been charged for shooting and killing one woman and injuring another man over the weekend.

The Ramsey County Attorney's Office alleges that Scott Alan Klund killed 52-year-old Charlotte Ann Rawls early Saturday, according to the criminal complaint.

Police were called to an apartment building on 5th Street East in St. Paul early Saturday after reports of gunfire. Officers heard someone inside an apartment crying for help, saying "I'm dying, I'm dying."

Officers took cover and told occupants of the apartment to come out with their hands up. Police say Klund opened the door, then closed it. From behind the closed door, he told the officers to "come inside."

Officers entering the apartment smelled gunpowder and saw another door in the apartment that had about 30 bullet holes in it and had been kicked down.

Police say they found Klund lying on the floor in the apartment, propped on his side. When officers asked if he'd been shot, Klund said, "I'm not the one who got shot." As an officer got into his squad car to bring Klund to the police department headquarters, the officer says that Klund smiled and winked at him.

Rawls was found dead in the apartment's living room. The Ramsey County Medical Examiner later found that a bullet had grazed her scalp and another bullet had gone through her arm and caused extensive damage to her heart and lungs.

Officers found a 30-year-old man in the bathroom. He later told police that Klund had shot him in the forearm and thigh then cut his face and throat with a knife.

The man told police he and Rawls met Klund outside a gas station and went back to his apartment to get cigarettes. He said Klund started shooting at him as he walked towards the bathroom. He heard shots from the living room after he ran into the bathroom and locked the door and figured Klund was shooting Rawls.

Klund told police the man was trying to steal his computer, but the man denied that. Klund said he didn't remember shooting Rawls, and thought she had left before he pulled the gun.

Klund's first court appearance was scheduled for Tuesday afternoon in St. Paul.
